How do I stop this thing?

I have 1970 Evinrude 25 horse motor. It won’t shut off.
The switch has red white two blacks and a green.

The normal kill circuit for an Evinrude connects the magneto with ground. These are usually the two black wires or a black and black/yellow wire on the key switch.
I would test the key switch with an ohm meter to ensure that the M and MG posts make a connection when the key is turned off.
